Start with the intended meaning
The examples come from three related settings. First read the governing verb group; then preserve whether the sentence reports a real past obligation, a passive requirement or an unreal past possibility.
Read the dependency inside the verb cluster
| Meaning | Main clause | Introduced subordinate clause |
|---|---|---|
| Passive obligation now | Der Bericht muss geprüft werden. | dass der Bericht geprüft werden muss |
| Completed checking | Nuri hat den Bericht geprüft. | dass Nuri den Bericht geprüft hat |
| Past obligation with a modal | Nuri hat früher kommen müssen. | dass Nuri früher hat kommen müssen |
In geprüft werden muss, müssen governs a passive infinitive: checked + werden. In hat kommen müssen, the perfect auxiliary haben governs a modal plus its dependent infinitive. The modal appears as Ersatzinfinitiv müssen, not gemusst, and finite hat precedes the two infinitives in the subordinate cluster. This position is called Oberfeld. It is still inside the clause’s right-hand verb area; it is not main-clause V2.
Do not transfer that order to every three-verb sequence. The auxiliary, the dependent verb and whether an Ersatzinfinitiv is licensed all matter. Parse a familiar cluster as a unit first. For the ordinary completed-action foundation, see Perfekt practice.
Perfect passive constructions with a modal verb
Advanced perfect modal constructions use haben and an Ersatzinfinitiv: Der Anschluss hat geprüft werden müssen. The subordinate order is weil der Anschluss hat geprüft werden müssen: finite hat precedes this infinitive cluster. Do not apply the ordinary “finite verb last” rule mechanically. The shorter musste geprüft werden is often easier to use when the intended past meaning allows it.
Past hypothetical modal constructions
For a past missed possibility: Ich hätte früher losfahren können. For a past requirement: Ich hätte früher losfahren müssen. Keep the modal in the infinitive after the other infinitive; do not write losfahren gemusst in this construction. In a subordinate clause the auxiliary precedes that cluster: weil ich früher hätte losfahren müssen. A modal used alone behaves differently: Das hätte ich nicht gewollt.
Choose the form and explain the meaning
7. Put Der Anschluss hat geprüft werden müssen after weil.
weil der Anschluss hat geprüft werden müssen. In this perfect modal cluster, finite hat comes before the infinitives.
5. Express a missed ability in the past with können: Ich … früher losfahren.
Ich hätte früher losfahren können. The modal remains an infinitive in this perfect construction.
6. Put Ich hätte früher losfahren müssen after weil.
weil ich früher hätte losfahren müssen. Finite hätte precedes the two-infinitive cluster.
4. Embed “Nuri hat kommen müssen” after dass.
dass Nuri hat kommen müssen. Haben stands in the Oberfeld before the double infinitive in this modal-perfect pattern.

Questions about this topic
Why is hat not last in dass er hat kommen müssen?
In this modal-perfect cluster, the auxiliary precedes the two infinitives in the Oberfeld. This is not a general exception for every subordinate clause.
